The Apprenticeship Incentive Project is aimed at supporting and encouraging (SME’s) small and medium sized enterprises (499 employees below) in Manitoba.

All you need is:

1)Employers looking to hire a 1st year apprentice or have an employee you would like to enrol in the apprenticeship system.

2)A 1st year apprentice seeking employment.

A $5,000 incentive is available to the employer to hire a first-year apprentice. An additional $5,000 is available for hiring an individual who voluntarily states they are from an equity-deserving group (women, Indigenous people, newcomers, persons with disabilities, visible minorities, LGBTQ2+).

Employers can hire a maximum of 2 apprentices and receive $10,000 to a maximum of $20,000 per fiscal year.

Whereas Canada has established the Project (hereinafter referred to as “the Program”), BNRC, in collaboration with the Employment and Economic Social Development Canada (ESDC) has entered into a Funding Agreement dated June 27, 2022 to establish the Apprenticeship Incentive Program. The Apprentice Incentive Program shall provide support and encourage employers from small and medium sized enterprises (SME’s) to hire first year apprentices, particularly from equity deserving groups; women, Indigenous people, newcomers, persons with disabilities, racialized communities including black Canadians and LGBTQ2+ in the Construction and Manufacturing Red Seal Trades across Manitoba. The program shall help 1st year apprentices connect with employment opportunities giving SME’s opportunity to secure talents and opportunity to succeed in their individual skilled trades, training and careers. The Apprenticeship Incentive Program shall help improve the participation and success of equity deserving groups in skilled trades training and careers. SME’s that create apprenticeship positions for 1st year apprentice in Construction and Manufacturing Red Seals Trades will receive financial incentives through intermediaries to offset part of the upfront costs of engaging a 1st year apprentice. AND WHEREAS the BNRC provides funding under the Program for the Sub-Agreement Holders pursuant to the terms and conditions of this Agreement; NOW THEREFORE, the BNRC and the Sub-Agreement Holder agree as follows:
“Fiscal Year” means the period commencing on April 1st in one calendar year and ending on March 31 in the next calendar year; 1.1 For the purposes of this Agreement; “Small and Medium-sized Enterprises” means a business establishment with 499 paid employees or less at the time that it receives the funding.
“New 1st year apprentice” refers to any person registered as an apprentice by the apprenticeship authority in Manitoba and in their 1st year of their apprenticeship training. For the purpose of the Apprenticeship Service program, the apprentice must be registered in one of the 29 Red Seal Construction and/or Manufacturing Red Seal Trades.
1.2 (1) The Sub-Agreement Holder shall receive a financial incentive of $5,000 which can be used for new apprentice(s) equipment and wages. (i) The financial incentive in subsection 1.2 (1) (a) shall be: i. paid only once per new 1st year apprentice; ii. made to the Sub-Agreement Holder once a Sub-Agreement with the BNRC is signed and once a new 1st year apprentice is hired;
(ii) An apprentice cannot be hired before the Sub-Agreement is signed between the BNRC and the Sub-Agreement Holder;
(b) BNRC shall provide an additional $5,000; (i) if the apprentice voluntarily attests to being from at least one of the following equity-deserving groups and are encouraged to identify all that are applicable: i. women ii. Indigenous people iii. newcomers iv. persons with disabilities v. visible minorities vi. LGBTQ2+.
(ii) upon BNRC receiving a copy of the registered apprenticeship training agreement between the apprentice and the Sub-Agreement Holder that has been registered; (c) The Sub-Agreement Holder shall receive financial incentives for hiring a maximum of two (2) new 1st year apprentices per Fiscal Year. (d) The Sub-Agreement Holder shall receive a maximum financial incentive of $20,000 per Fiscal Year.
(a) an acknowledgement from the Sub-Agreement Holder that they shall not enter into another Sub-Agreement with any other organization receiving funding under the Apprenticeship Service Program, within the same Fiscal Year, for the purpose of receiving a financial incentive; (b) a provision giving BNRC and ESDC the right to request an audit of the books and records as its relates to the financial incentive received. (c) a requirement for the Sub-Agreement Holder to repay to BNRC the amount of any funding provided to which it is not entitled. This refers to financial incentives that were; (i) made in error; and (ii) that were not eligible under the agreement (d) a provision stipulating that payment of any funding under the agreement is subject to the availability of funds and that payment of funding may be cancelled or reduced in the event that ESDC cancels or reduces its funding to the BNRC. (e) a requirement for the Sub-Agreement Holder to cooperate with representatives of ESDC during any official news release or ceremonies relating to the announcement of the Sub-Agreement.
1. If there is any change to the postal address, email address or contact person of the Sub- Agreement Holder, BNRC should be notified in writing of the change as soon as possible.
This Agreement shall come into effect on the first day of the Agreement funding period and shall expire on the last day of the Agreement funding period unless terminated on a prior date in accordance with the termination provisions set forth herein. 2. Sub-Agreement Holders shall be renewable upon satisfying BRNC guidelines. 3. Sub-Agreement Holders and the 1st year apprentices to complete a survey.
Typing on a signature line inside a contract will count as a legally binding e-signature.
Yes BNRC needs to have a copy of the apprentice/Sub-Agreement Holder Training Agreement as per the Government of Canada's contract.

The employer applies first with BNRC. Employer then hires a new 1st year apprentice. Employer shares a copy of the registered apprenticeship training agreement to BNRC. (The one that states 'RETAIN FOR YOUR RECORDS').
Yes –if the employee is not working with another organization at the time the SME employer hired them and they still qualify as a first-year Red Seal apprentice.
No. The apprentice would not be recognized as a new hire.
Yes – as long as it was after the start of the project and still in a Red Seal trade.
Yes – they still need to be a 1st year apprentice to qualify still.
Newcomers are participants who self-identify as having arrived in Canada within the last ten years and are legally entitled to work in Canada, including permanent residents, Canadian citizens or persons granted refugee status in Canada.
Self-identification is voluntary on the apprentice’s accord. Measures which will protect and respect the confidentiality of the new, first-year apprentices and their possible attestation must be in place.
